Enter The Dominatrix was originally announced for Saints Row The Third, then turned into a full sequel, now it's DLC again. I think Volition found the perfect way to include their crazy story that began as an April Fool's joke.

Forbes:Enter the Dominatrix is a fun diversion and its nice to see your old friends the Saints again. The series has a great cast, and I love my boss more than any other custom character Ive created in a game. But the missions are simply far too uninteresting and easy to really say that they add all that much to the game. Perhaps $7 is cheap enough to be worth revisiting Steelport and the Saints again, but just know what youre going to be getting for your money.
